We are a private, high-performing human capital and economic development corporation strategically positioned within both the City of Los Angeles and County of Los Angeles Workforce Investment Systems as a provider of workforce development, economic development, vocational counseling, innovative workforce engineering, and other workforce intermediary services.  The company was incorporated in 1987 to provide quality, culturally and linguistically sensitive human capital development services throughout Southern California, the San Francisco Bay Area, and Las Vegas, NV.

Our Mission is to provide quality services to job seekers, entrepreneurs and businesses as key strategies to create economically viable communities, raise educational and economic aspirations, and eliminate poverty. We believe that workforce, economic, and community development work in lockstep to secure regional economic prosperity.

We Serve the metropolis of Greater Los Angeles, with ten office locations throughout the City of Los Angeles and County of Los Angeles, one location (second pending) in the Inland Empire, one location in Silicon Valley, and are currently engaging in strategic partnerships in Northern California and the East Coast to diversify and expand our business model. Our current service regions and office locations (bold italics) include:

  • Jurisdiction of the City of Los Angeles – Central Region, encompassing Hollywood (Workforce Development Division), Atwater Village, Los Feliz, Griffith Park, East Hollywood, Hollywood Hills, Downtown, Silver Lake, Echo Park, Elysian Park, Fairfax, Hancock Park, Larchmont, and Wilshire (Corporate Headquarters and Education Division); and the Harbor Region, including Harbor City (Economic Development Division), Harbor Gateway, San Pedro (Economic Development Division), and Wilmington (Economic Development Division).
  • Jurisdiction of the County of Los Angeles – San Gabriel Valley, including the Cities of Alhambra (Workforce Development Division and Social Services Division), Rosemead, San Gabriel, South San Gabriel, South Pasadena, San Marino, El Monte, Temple City, and Baldwin Park; The 710 Corridor, encompassing the Cities of Bell and Montebello; The Verdugos, including the Cities of Glendale (Assessment Division) and Pasadena; Downtown LA, including City of Los Angeles regions of Wilshire (Social Services Division), Wilshire Center, Koreatown, Mid-Wilshire, Fairfax, Beverly Grove, and the City of West Hollywood; and The South Bay, which includes the Cities of Carson (Assessment Division), Lomita, and Torrance.
  • Silicon Valley / San Francisco Bay Area – City of San Jose(Consulting Division), County of Santa Clara, serving clients in the Greater San Francisco Bay Area counties of San Mateo (City of Burlingame), Alameda (City of San Leandro), and Monterey and Santa Cruz counties.
