Subsidized Job Training Programs for Low-Income Older Adults
Orange County offers part-time, subsidized, on-the-job training opportunities to support low-income older adults who are unemployed and seeking to re-enter the workforce. The Senior Community Service Employment Program (SCSEP) is designed to provide work experience, job search support, and connections to essential services.
Senior Community Service Employment Program (SCSEP):
SCSEP offers temporary, part-time job training for adults 55 years and older. The training is community service-based and includes access to the American Job Center of California (AJCC) for job readiness assistance and employment resources. SCSEP is part of the Orange County Office of Aging committed to support older individuals in overcoming employment barriers and improving their quality of life through meaningful work experience opportunities.
Key Features:
- Focuses on unemployed, low-income older adults residing in Orange County.
- Serves older adults who are most-in-need, including those that are homeless or at risk of homelessness, offering additional links to social services and pathways to unsubsidized employment.

Offers Work Experience hours of 16-29 a week, depending on funding availability. SCSEP trainees earn wages that are highest of the Federal, State or local minimum wage.
Eligibility Requirements:
To qualify, participants must meet the following criteria:
- Be 55 years of age or older.
- Be unemployed at the time of enrollment and throughout participation.
- Living on a family income of no more than 125% federal poverty guidelines.
- Be a resident of Orange County.
- Participants are encouraged to enroll in Workforce Innovation and Opportunity Act (WIOA) Program offered through the Brea America’s Job Center of California.
Note: Enrollment is limited and not guaranteed. Applications are reviewed on a first-come, first-served basis.
